I don't believe he's actually retiring for a second. He's been trying to negotiate bigger deals for fighting again, even suggesting he deserves a percentage of the company which of course is ridiculous. I'd imagine he's trying to scare Dana White into a bigger pay deal.
Still, this news has started rumours of Khabib VS nate Diaz for September, would love to see that fight. Then you could do the winner of that against the winner of Holloway/Poirier in say December.
