Well for starters, any footballer who comes over here to play in our leagues and earn money should never qualify to play for England.
I think five years is too short of a time as well, I think someone who has lived here for ten years or more as a normal citizen is more suited.

Having played for an English club youth squad should also be mandatory for players not born in England (or something like that).

I'd go with this tbh I don't think simply having worked here for a few years should mean you're elligable to become an "English" player, but i don't necessarily think it should be 100% down to where you were born.

No ofcourse not where you were born, because that would, like you said before, make Siem de Jong for example Swiss and he has no connection with Switzerland at all. What's most important is where your parents are born and/or where you grew up. In what country you developed from a child to a human being with opinions and all.
Also, what's important to me is what the reason is you're going somewhere. Like I stated before, if for example Schalke 04 would've paid Arteta 10 euro more per year he would've played for them and now probably was thinking about becoming a German

So all this discussion is just cos "he wants to play for England", right? That's an obvious movement, he won't play here, he lives there, it's just football, maybe he feels it or maybe he doesn't. Fair play.
Has someone from the England federation talked about that? That would be another thing tbh.
All that bullshit about he being English seems a bit dull, he's clearly not but maybe he feels comfortable and decides to live there. That's an immigrant, in football and in every other aspect. Anybody can ask for a nacionality for several reasons: work, football, money, other profits, feelings...
Anyway, in my opinion there's no need in a country with England's tradicion in football to let him play. Maybe you should get a decent goalkeeper though. And Senna was incredible in that Euro.

I'm not sure if this has been mentioned but according to Levein the Home Nations have a written agreement that they wont take on players in that manner.
